En quoi les politiques nationales et européennes encouragent-elles ? la mobilité des jeunes ?

Pour résumer, il est possible de dire que les politiques et sources de financement mises en place ? travers l'Europe encouragent ? la mobilité des jeunes. l'Union européenne s'est en effet, ? partir des années 1980, dotée de stratégies telles que la stratégie Europe2020, portée par le processus de Bologne afin de répondre au mieux aux défis proposés par la mondialisation. Ces politiques ont su ?tre efficace grâce ? une transformation simultanée des syst?mes universitaires européens visant ? faciliter les échanges inter-universitaires. De plus, ces politiques ont pu s'appuyer sur des programmes tels qu'Erasmus+, lancé en 1987 sous le nom d'Erasmus et qui devint Erasmus+ en 2014 ou m?me sur des politiques spécifiques telles que la stratégie d'internationalisation des universités. Le programme Erasmus+ regroupe l'ensemble des actions menées dans le cadre de la stratégie européenne pour l'éducation et la formation et semble avoir des effets conséquents sur les personnes participants ? ce programme en leur permettant d'acquérir de nouvelles compétences, évoluant ainsi d'un point de vue personnel, académique et professionnel. Malgré le succ?s de la mobilité étudiante via Erasmus+, des probl?mes sont toujours ? régler dans le programme dans son ensemble tels que la manque de reconnaissance de la mobilité du personnel ou bien les financements alloués notamment dans le cadre de la mobilité étudiante. Pour conclure, on peut donc dire que l'Union européenne encourage grandement ? la mobilité des jeunes de par les moyen politiques et financiers mis en place et beaucoup de bonnes pratiques ont vu le jour au fil du temps. Néanmoins, des progr?s restent ? faire notamment concernant la mobilité du personnel et des apprentis ainsi que sur les financements alloués. To summarise the present master thesis, it can be said that the policies and the funding sources in Europe supports the youth mobility. Indeed, in order to face the challenges brought by the globalisation from 1980's the European Union decided to set policies such as the Bologna process or more recently the strategy Europe 2020 or the youth policy. These policies are efficient because of the simultaneous transformation of the university system in Europe and the creation of the Erasmus program in 1987 which become Erasmus+ in 2014 and the internationalisation strategy of the universities. The Erasmus+ program backs every European strategy for the education and the formation and seems to have significant effects on the participants and these effects seem to help the young people to be more able to face the current globalised world. Indeed, taking part to Erasmus+ allows students to do a mobility in the European country they want and during this period of time students acquire new skills and consequently evolve from a personal, academic and professional point of view. However, even if the European Union via the European commission managed to put one efficient program to respond the challenges it is facing some problems are remaining as the lack of recognition of the staff mobility or the fact that some students do not authorise them to take part to the program because of financial problems. That's why it can be said that the youth mobility is hugely supported by the European Union and each of its member states from a political as financial point of view and numerous good practices have been set to make the mobility process easier but significant progress remain to be done about the staff and trainee mobility as well as the financing helps to achieve definitely the European aims. Consortiums européens de l'enseignement supérieur breton : création de valeur et dynamique territoriale

Le programme Erasmus+ 2014-2020 offre la possibilité pour les établissements d'enseignement supérieur de se regrouper en consortium pour piloter des projets de mobilité dans le cadre de l'action-clé 1 Mobilités ? des fins d'apprentissage. En Bretagne deux consortiums se sont formés en 2015 pour mutualiser leurs ressources et optimiser les mobilités des étudiants et des personnels. En s'appuyant sur l'étude de ces deux consortiums, ce mémoire cherche ? mettre en évidence l'enrichissement des établissements, le dynamisme territorial des consortiums et la pérennisation des activités rendus possible par la gestion de projets en consortium. L'analyse met en avant un ensemble de contextes favorables au développement des consortiums de l'enseignement supérieur sur le territoire breton, déterminant l'ampleur du travail de mutualisation ? coordonner pour atteindre les impacts désirés. La création d'outils partagés, de plans d'évaluations continues et de mesureurs d'impacts par les instances de pilotage contribuent ? attirer de nouveaux établissements pour lesquels la gestion administrative des projets Erasmus+ était inconnue. Le caract?re europhile des instances régionales bretonnes encourage également l'ouverture ? la mobilité européenne des établissements établis sur leur territoire pour développer le parcours d'études supérieures de leurs étudiants. The Erasmus+ 2014-2020 program offers the possibility for higher education institutions to work as a consortium to pilot mobility projects under the Key Action 1: Learning Mobility of Individuals. In Brittany, two consortia were formed in 2015 to pool resources and optimize the mobility of students and staff. This Master thesis studies both consortia and seeks to highlight the enrichment of the institutions, the territorial dynamism of the consortia, and the sustainability of the activities organized with project management skills specific to consortia management. The analysis presents a set of contexts favourable to the development of higher education consortia on the Breton territory determining the extent of the pooling work to be coordinated to achieve the desired impacts. The creation of shared tools, continuous evaluation plans and impact measurers by the steering committees help attract new institutions unfamiliar with the administrative management of Erasmus+ projects. The Europhile nature of the Breton regional authorities also encourages the openness of Breton educational institutions to European mobility to develop the higher education studies of their students. Im Kontext der Globalisierung sehen sich Regionen zunehmend im 'Wettbewerb der Regionen' um qualifizierte Arbeitskräfte, Unternehmensansiedlungen, Arbeitsplätze und Europäische Fördergelder. Gleichzeitig erfordern globale Herausforderungen wie die Alterung der Bevölkerung und der Klimawandel regionale Lösungen und Kooperationen gewinnen an Bedeutung. In Europa sind grenzüberschreitende Regionen entstanden, um grenzbedingte Barrieren abzubauen und neue Entwicklungspotentiale zu erschließen. Ziel der vorliegenden Arbeit ist es zu untersuchen, welchen Beitrag grenzüberschreitende Regionen zur Stärkung der Wettbewerbsfähigkeit lokaler Unternehmen und Institutionen leisten können. Dazu wurde eine vergleichende Fallstudie der Europaregion Donau-Moldau und der Euregio Maas-Rhein durchgeführt. Die Analyse zeigt, dass das Potential der grenzüberschreitenden Regionen darin liegt, Ressourcen und Kompetenzen zu bündeln und dass sie sich auf relevante Themen für die Förderung der Wettbewerbsfähigkeit fokussieren. In the context of globalization, regions see themselves more and more exposed to a competition about qualified work force, company settlements, employment and European funds. In parallel, global challenges like an aging population or climate change ask for regional solutions and collaborations have become vital. Cross-border regions across Europe have developed to reduce barrier effects and foster new development potentials. The aim of the following study is to analyse the effects of the implementation of cross-border regions on the competitiveness of local companies and institutions. Therefore, a comparative case study of the European Region Donau-Moldau and the Euregio Meuse-Rhine has been designed. The analysis shows that the potential of CBRs relies in the fact to join forces and competencies and that these collaborations address relevant topics to foster the competitiveness. La collaboration professionnelle avec les Allemands, source de difficultés et d'attentes ? Analyse qualitative du comportement des Allemands dans un environnement professionnel et interculturel.

Malgré le développement des formations interculturelles en Allemagne depuis les années 80 (Erll & Gymnich, 2017, p. 152) et l'importance de la compétence interculturelle comme compétence clé aujourd'hui (Erll & Gymnich, 2017, p. 6), il reste difficile pour les individus ne provenant pas de culture allemande de cotoyer des Allemands dans un environnement professionnel (Erll & Gymnich, 2017, p. 103). Le but de ce mémoire est de comprendre le comportement allemand dans un contexte professionnel, ainsi que l'impact de ce comportement sur les expatriés, notamment car il crée des difficultés pour ces derniers. En outre, l'étude menée rév?le certaines attentes ? la fois des travailleurs allemands vis-?-vis des expatriés mais aussi des expatriés qui travaillent avec des Allemands. Une étude qualitative a été menée d'une part avec deux expertes de l'interculturalité professionnelle, et d'autre part avec cinq expatriés travaillant en Allemagne avec des Allemands. L'étude vise ? proposer des recommandations pour améliorer les relations dans des équipes de travail composées d'Allemands et de non-Allemands. Even though intercultural trainings have been developed in Germany since the 1980s (Erll & Gymnich, 2017, p. 152) and interculturality is a key competence at the present time (Erll & Gymnich, 2017, p. 6), it remains difficult for people from a non-German cultural background to work with German employees in their work environment (Erll & Gymnich, 2017, p. 103). The aim of this thesis is to understand the behaviour of German employees in work environments and to analyse how this behaviour impacts expatriates in positive or negative ways as well as which expectations German and non-German employees have in these contexts. The study is based on a qualitative analyse realised on one hand with two German experts in the professional interculturality and on the other hand with five expat-riates that work with Germans in Germany. The study attempts to make recommenda-tions, to improve, and facilitate the relations in intercultural teams of German and non-German employees. Der Master "Regionale und Europäische Projektentwicklung" als internationales und interkulturelles Projekt: Eine Analyse der mehrsprachigen, interkulturellen Projektkommunikation per E-Mail.

An der Westsächsischen Hochschule Zwickau wurde in Kooperation mit der Université de Bretagne Sud (Frankreich) und der Jihočeská univerzita v Českých Budějovicích (Tschechien) erfolgreich der trinationale Masterstudiengang "Regionale und Europäische Projektentwick-lung" aufgebaut. Die Zusammenarbeit der internationalen Kooperationspartner zum Aufbau des Studiengangs startete im Jahr 2012. Die Projektgruppe kommunizierte in erster Linie mehrsprachig über E-Mail, konkret in englisch, deutsch und französisch. Mit Projektbeginn 2012 wurden alle E-Mail-Kommunikationen der Kooperationspartner gespeichert. Diese Sammlung von E-Mails bildet ein authentisches und auch spezifisches Kommunikationsmate-rial eines erfolgreichen Projekts ab. Spezifisch aus dem Grund, weil es sich zum einen um eine mehrsprachige Kommunikation handelt und zum anderen bietet die Datensicherung über meh-rere Jahre hinweg die Möglichkeit, die Kommunikation in ihrer Entwicklung und Sequenziali-tät zu betrachten. Mit Hilfe dieses Materials kann einem zentralen Thema des Projektmanage-ments nachgegangen werden der Projektkommunikation. Im Projektmanagement ist es mehrfach dokumentiert, dass die Projektkommunikation eine Schlüsselrolle für den Projekter-folg spielt. Anhand des beschriebenen komplexen Materials wird in dieser Untersuchung fol-gender Frage nachgegangen: Was macht eine mehrsprachige und interkulturelle Projektkom-munikation per E-Mail erfolgreich? Nach der Einbettung des Untersuchungsthemas in den theoretischen Kontext wird im Rah-men einer qualitativen Analyse die kommunikative Gestaltung der Projektarbeit und Projekt-steuerung untersucht. Anhand von elf, vorrangig induktiv, gebildeten Analysekategorien konnten vier erfolgsversprechende Merkmale herausgearbeitet werden. Diese sind das Kombi-nieren von E-Mail-Kommunikation mit weiteren Kommunikationsformen; die ausgeübte Mehrsprachigkeit; die entwickelte Gruppenidentität und die wechselnde Führungsverantwor-tung innerhalb Projektkerngruppe. At the Westsächsische Hochschule Zwickau, the trinational master program Regional and Eu-ropean Project Management was successfully established in cooperation with the Université de Bretagne Sud (France) and the Jihočeská Univerzita v Českých Budějovi?cích (Czech Re-public). The cooperation of all partners started in 2012. The international project group com-municated primarily via e-mail. With the start of the project in 2012 all data of e-mail commu-nication of the cooperation partners was stored. This collection of e-mails is an authentic and also specific communication material representing a successful project. It is specific for the reason that it is a multilingual communication on the one hand; on the other hand, the data backup over several years provides the possibility to analyze the communications in their de-velopment and sequentiality. With this material, a central topic of project management can be investigated: the project communication. In project management it has been documented sev-eral times that project communication plays a key role in the project's success. On the basis of the complex material described above, I will examine in this analysis the following question: What makes multilingual and intercultural project communication by e-mail successful? After embedding the research subject into the theoretical context, the project work and project control are analyzed in the context of a qualitative analysis. Based on eleven, primarily induc-tive developed analysis categories; four success-promising features can be worked out. These are the combination of e-mail communication with other forms of communication; the prac-ticed multilingualism; the developed group-identity and the changing leadership responsibility within the project group. Cette recherche propose d'expliquer comment différents acteurs se sont unis pour changer l'image négative de leur ville, Dresde, provoqué par des mouvements politiques nationalistes tel que Pegida. La premi?re partie de cette recherche comporte une revue de littérature sur trois sujets principaux. Les théories des réseaux, la notion de territoire et la gestion de projet. L'objectif est d'avoir une vue d'ensemble sur ces concepts afin de mieux les comprendre. Dans la seconde partie, nous essaierons de comprendre comment leur collaboration peut aider ? rendre le territoire dynamique. Pour cela, nous nous appuierons sur des entretiens réalisés avec quatre acteurs du projet ? F?te de la musique meets Europe ?. Nous analyserons les facteurs qui les ont poussé ? s'investir dans le projet et essaierons de cibler la vision commune qu'ils ont développé. Enfin, nous examinerons les enjeux, les difficultés et les apports du travail en réseau et de la gestion de projet. This paper proposes to explain how different players unite to change the negative image of their city, Dresden, caused by nationalistic political movements like Pegida. The first part of this research contains a literature revue on three main topics: The network theories, the territories and the project management. The goal is to get an overview on that concepts and to better understand them. In a second part, we will try to understand how their collaboration could help to make the territory dynamic, through the interviews of four stakeholders of the project "F?te de la musique meets Europe". To achieve this, we will analyze the factors that pushed them to invest in the project and try to target the shared vision they developed, but also examine the issues, the difficulties and the contribution of networking and project management. Politika podpory demokracie Spojených států a EU: odlišné přístupy a jejich příčiny

The United States of America and the institutions of the European Union are the most prominent democracy assistance donors in third countries. Over the last two decades, they have spent tens of billions of dollars to support the formation and consolidation of democratic regimes around the world. In this sense, the US and the EU have seemingly shared interests - i.e. seeking to build democratic institutions in target countries so that these become part of the community of democracies and contribute to the stability of the world's economic and political system. However, if we look at the approaches and strategies used by the US and the EU to support democracy, we find that they are often quite different and, in some respects, clashing. Why are the approaches of both actors different if they strive to reach the same goal? Or - upon closer examination - are their goals indeed somewhat different? The key problem is that democracy as such is a contested concept, so it is necessary to ask the question: if we are promoting democracy, what kind of democracy do we mean? If we finance the development of one or the other institution, what model of democratic establishment will be created? The thesis takes a constructivist view of this issue and demonstrates how the different democratic identities of the two... Spojené státy americké a instituce Evropské Unie jsou nejvýraznějšími aktéry na poli podpory demokracie ve třetích zemích. V posledních dvou dekádách vydali tito dva aktéři na podporu zrodu a konsolidace demokratických režimů desítky miliard dolarů. Jejich zájmy se tedy mohou zdát vzájemné - oba se snaží skrz finanční spolupráci pomoci vytvořit demokratické zřízení v cílových státech, aby se tyto pak staly součástí komunity demokracií a přispívaly ke stabilitě světového ekonomického a politického systému. Avšak pokud nahlédneme na přístupy a strategie, které USA a EU používají na podporu demokracie, zjistíme, že jsou často zcela rozdílné a v některých ohledech i protichůdné. Proč se přístupy obou aktérů liší, pokud chtějí dosáhnout identického cíle? Nebo jsou po bližším zkoumání cíle těchto aktéru poněkud odlišné? Problém nastává v tom, že demokracie jako taková je rozporný koncept, a tak je nutné se dotazovat: pokud šíříme demokracii, tak jaký její typ? Pokud financujeme rozvoj té či oné instituce, jaký model demokratického zřízení tím vznikne? Práce přejímá konstruktivistický pohled na tuto problematiku a demonstruje, jak odlišné demokratické identity obou aktérů vytváří různé pohledy na proces demokratické transformace a v důsledku i rozdílné přístupy k politice podpory demokracie. The thesis titled "More is Less: The Political Economy of the MiFID Revision" aims to reveal to what extent different preferences of individual Member States on EU financial regulation affect the increase in complexity of financial legislative acts, concretely MiFID II. Using three theoretical building-blocks in a classical framework of political economy, we argue that divergence of member states is inherent to their different capitalist environments (Varieties of Capitalism). Aligning these differences with the common, harmonized regime can create costs and cause market disadvantages. Therefore, Member States try to push for as similar legislation to their own as possible, to minimize the costs. The result is a disproportionately long legislative act, that was crafted in a way to satisfy individual preferences of Member States, through discretionary provisions, exemptions and other. We also investigate how much harmonization the original MiFID established, asking if some provision became less complicated in MiFID II, owing to gradual convergence of Member State regimes. Russia's Role and Drivers in the Syrian Conflict - An Analysis from a Classical Geopolitical Perspective

In 2010, the Arab Spring started in Tunisia and expanded to other countries in Northern Africa and the Middle East. In Syria, it led to one of the most severe conflicts nowadays which turned into an international struggle with several external actors involved. Whereas most of the European countries, the United States and the Gulf countries oppose the Syrian government, Russia has supported the Assad-regime since the outbreak of the conflict. This present master thesis investigates Russia's role and motivation in the Syrian crisis and the country's support of the current Assad-regime. Due to the current relevance of classical geopolitics in Russia, the author took this approach for the investigation, complemented by some concepts from a current geopolitician. There seems to be evidence that Russian foreign politics is influenced by classical geopolitics and the approach explains, at least in part, the drivers for Russia's Syria policy. The qualitative analysis used primary and secondary sources, such as Foreign Policy Concepts, Security Reports, reports from key conferences, political speeches, letters and statements. The analysis revealed evidence, that Russia's engagement is driven by security issues, channelled by its own domestic terrorist fears. Additionally, the country seems to be aiming for... Whereas most of the European countries, the United States and the Gulf countries oppose the Syrian government, Russia has supported the Assad-regime since the outbreak of the conflict. This present master thesis investigates Russia's role and motivation in the Syrian crisis and the country's support of the current Assad-regime. Due to the current relevance of classical geopolitics in Russia, the author took this approach for the investigation, complemented by some concepts from a current geopolitician. There seems to be evidence that Russian foreign politics is influenced by classical geopolitics and the approach explains, at least in part, the drivers for Russia's Syria policy. The qualitative analysis used primary and secondary sources, such as Foreign Policy Concepts, Security Reports, reports from key conferences, political speeches, letters and statements. This thesis is concerned with the ways mental disorders caused by trauma are represented in the novels Fight Club, Invisible Monsters and Survivor by Chuck Palahniuk. The theoretical part focuses on introduction of the mental disorders and trauma, while the practical part analyses the individual ways the disorders are presented in the novels. Tato bakalářská práce se zabývá zobrazením psychických poruch způsobených traumatem v knihách Klub rváčů, Neviditelné nestvůry a Program pro přeživší Chucka Palahniuka.
