LOCKSS Distributed Digital Preservation Networks

2018 - English As university libraries, preserving digital objects for future generations is our key mission. In this talk, we will discuss the crucial features required for an ideal digital preservation solution based on risk assessment. We will then show how the LOCKSS open source technology can help libraries build a robust distributed digital preservation network to ensure the very long term availability of their scientific heritage. Finally, as a concrete case study, we will have a deeper look at the SAFE network, one of a dozen existing LOCKSS networks. Naším hlavním cílem stejně jako pro univerzitní knihovny je dlouhodobá ochrana digitálních dokumentů. V tomto příspěvku probereme zásadní požadavky na ideální řešení digitální ochrany založené na posouzení rizik. Dále ukážeme, jak může open source technologie LOCKSS pomoci knihovnám vybudovat robustní distribuovanou digitální síť pro dlouhodobou archivaci a trvalou dostupnost vědeckých výstupů. Nakonec představíme detailněji jednu ze stávajících sítí LOCKSS – síť SAFE – jako konkrétní případovou studii. Providing Public Access to Theses and Copyright Law

2018 - Czech The paper presents a basic overview of the issue of providing access to theses from copyright’s perspective. The first part introduces the meaning and purpose of this copyright limitation as well as the development of legal regulation. Attention is paid to the identification of individual interests that might conflict due to its application. The second part deals with the current legislation and identifies its problems, especially the ones related to providing online access to theses. The last part proposes possible solutions to these problems. Příspěvek podává základní přehled problematiky zveřejňování závěrečných prací z hlediska autorského práva. V první části je představen smysl a účel tohoto autorskoprávního omezení, jakož i dosavadní vývoj právní regulace. Pozornost je věnována identifikaci jednotlivých zájmů, které při jeho aplikaci mohou stát v kolizi. Druhá část se věnuje aktuální právní úpravě a identifikuje její problémy, zejména ve vztahu k online zveřejňování závěrečných prací. Poslední část navrhuje možná řešení těchto problémů. Are We Ready for the Future? Impact of Artificial Intelligence on Grey Literature Management

2018 - English Artificial intelligence (AI) has become part of our daily lives as it impacts the way we work, learn, communicate and entertain ourselves. AI also impacts information management. This paper examines this potential impact on grey literature management and is based on analysis of GL facets such as volume, variety, velocity and veracity. Examples of AI systems already implemented in similar activities are offered. The paper offers advice to grey literature managers regarding coming challenges. Umělá inteligence se stala běžnou součástí našeho denního života, neboť ovlivňuje náš způsob práce, učení, komunikace i zábavy. Umělá inteligence ovlivňuje také oblast informačního managementu. Tento příspěvek zkoumá potenciální dopad na management šedé literatury a je založen na analýze aspektů šedé literatury, jako je objem, různorodost, rychlost a důvěryhodnost. Ukáže také příklady systémů umělé inteligence z této oblasti a nabídne praktické rady informačním profesionálům pracujícím s šedou literaturou ohledně přicházejících výzev. Sui Generis Database Rights and Official Work Exception

2018 - Czech Sec. 94 of Copyright Act was amended by “Open Data act” in the way that official work exception applies mutatis mutandis, to the maker of the database. The new regulation it easier to work with public sector databases, including grey literature databases. However, it presents interpretation difficulties. This paper points to them and suggests solutions. The first part deals with sui generis database right in the context of grey literature. The second part analyzes the official work exception, its legal construction and the possibility of its application to sui generis database rights. The third part analyzes the transitional provision, which contains the amending act. "Open data" novelou autorského zákona (z. č. 298/2016 Sb.) došlo k úpravě § 94, dle kterého se (staro)nově výjimka úředního díla ve smyslu § 3 autorského zákona aplikuje přiměřeně i pro pořizovatele databáze. Tato úprava usnadní práci s databázemi veřejného sektoru, včetně databází šedé literatury. Přináší ovšem interpretační obtíže. Tento příspěvek na ně upozorňuje a navrhuje řešení. První část je věnována sui generis databázovým právům v kontextu šedé literatury. V druhé části je pojednáno o výjimce úředního díla, její právní konstrukci a je analyzována možnost její aplikace na sui generis databázová práva. Třetí část pak analyzuje přechodné ustanovení, které změnový zákon obsahuje. Legal Framework for Digitalisation and Storage of Digital Works by Public Archives

2018 - Czech The paper aims to provide a practical overview of the legal framework for the digitization of copyright works, which are a part of the collections and archives of public and general-interest institutions. The paper also focuses on the legal framework on using digital copies of works, which exist exclusively in digital form (i.e. they cannot be digitized) and for which there is a public interest in their preservation. The paper analyses copyright exemptions under current legislation and the possible evolution of the legal framework for digital archives within the framework of the forthcoming EU Single Digital Market Regulation. Cílem příspěvku je poskytnout praktický náhled do právního rámce digitalizace autorskoprávních děl, jež jsou součástí sbírek a archivů veřejných a obecně-prospěšných institucí. Příspěvek se dále zaměří na nakládání s digitálními kopiemi děl, jež existují výhradně v digitální podobě (tj. nelze je digitalizovat) a existuje veřejný zájem na jejich zachování. Příspěvek analyzuje výjimky z autorského práva dle stávající právní úpravy a možný vývoj právního rámce pro digitální archivy v rámci připravovaného nařízení o jednotném digitálním trhu EU. The Reflection of Literary Activities in Digital Space

2018 - Czech The Czech Literary Bibliography comprises a set of bibliographical records which reflect cultural journalism and specialist texts on Czech literature. The aim of the contribution is introduction to a new project of the Institute of Czech Literature: The Czech Literary Internet. The project has extended our sources to excerpt platforms, web pages and electronic magazines whose content is not easily searchable through classic search engines. It turns out that this resource illustrates the professional debate on literary events and development and, in particular, brings new information on culture in regions and popular literature. Česká literární bibliografie je článková databáze, která podchycuje odborné i publicistické texty o české literatuře. Cílem přednášky je představit nový projekt Ústavu pro českou literaturu: Český literární internet. Databáze se jím tak obohatila o nové excerpované zdroje, webové portály a elektronické časopisy, jejichž obsah není snadno vyhledatelný skrze klasické vyhledávače. Ukazuje se, že tento zdroj dokresluje odbornou debatu o literárním dění, a hlavně přináší nové informace o kultuře v regionech a populární literatuře. The University Teachers’ Attitude Towards Grey Literature: A Survey Led at the University Constantine 2

2018 - English Scientific research requires the collection of a variety of information gathered from diverse resources. Grey literature is one of the information resources that may enrich researchers’ scientific works, but, in some situations, some users may not have a positive attitude towards grey literature for various reasons. We led a qualitative study at the University Constantine 2 where we arranged an interview with a representative sample of university teachers. The descriptive approach was adopted. Significant results will be presented to the audience of the conference. Vědecký výzkum vyžaduje shromažďování rozličných informací z různých zdrojů. Šedá literatura je informačním zdrojem, který může obohatit vědecké práce výzkumných pracovníků, avšak někteří uživatelé k ní nemusí mít z různých důvodů v určitých situacích pozitivní postoj. Na Univerzitě Constantine 2 byla provedena kvalitativní studie založená na popisném přístupu a na rozhovorech s reprezentativním vzorkem vysokoškolských učitelů. ARCLib – LTP Solution for Libraries

2018 - Czech The presentation introduces project ARCLib. The project aims to create complex open source Long Term Preservation solution for libraries. ARCLib ensures long term preservation of digital data according OAIS guidelines and provides a free alternative to commercial software solutions. ARCLib is designed as a solution for all types of memory institutions – museums, galleries and archives. As part of the project two methodical guidelines were created – Methodology for logical preservation of digital data and Methodology for bit preservation. V prezentaci bude představen projekt ARCLib, jehož cílem je vytvoření komplexního open source Long Term Preservation řešení pro knihovny. ARCLib umožní zajištění dlouhodobé ochrany digitálních dat dle zásad OAIS modelu a bude volně dostupnou variantou ke komerčním softwarovým řešením. Řešení je určeno i pro další paměťové instituce – muzea, galerie a archivy. Jedním z výstupů projektu jsou i dvě komplexní metodiky – Metodika logické ochrany digitálních dat a Metodika bitové ochrany.
